TOB is Throw out bearing. That sounds like a TOB to me. I imagine it isn't cheap because you have to split the trans as far as I know. Also it is typically a good idea to get your clutch replaced at the same time. A bad throw out bearing will usually make noise with the clutch pedal dperessed and go away when you lift the pedal back up. Assuming the clutch is adjusted correctly, the throw out bearing will only contact the fingers on the pressure plate when the pedal is depressed.

I'm not saying it's a bad idea, just that it's not necessary. I've had throw out bearings go more than 100,000 miles. There are Mustangs on the road today that have 200,000 mile clutches and throw out bearings. So long as the bearing has no pressure on it, it shouldn't wear.

Your throw out bearing will not make noise if the clutch is not in. If you are in gear but the clutch pedal is pressed in, you will hear the throw out bearing. If you pull it out of gear and it stops or as soon as your foot is all the way off the clutch pedal and the moise stops. It is the Throw out Bearing. Otherwise it may be something else.
